I remember a game from when I was a kid?

It was for the PC and involved little blue characters that you got to customize, what kind of feet they had and stuff, and it was a strategy game that made you lose some along the way if you weren't careful, or did it wrong. I am 17 and I remember playing it in second grade, so... 9-10 years ago
