What does "damp thirty" mean?

It's not similar to "thirsty". When someone uses "thirty" after a word like that, they are referring to a clock, in that if it is six thirty, it is half past six, and in this case her hair was "half past" being damp - in other words, not really wet, but not really dry, either.
